@sujith it was bank issue. Money is credited back in my sbi account. 2000 rs. Issue is resolved. Thanks to zerodha.

@sujith you are right. I have resolved the issue. Base64 encoding is not required. I simply had to do encode_str = apikey & ":" & acc_token and that was it. Yes, I have Historical data subscription.
