Historical API from and to timestamp

What would be ideal way of call the historical API during market hours?

https://api.kite.trade/instruments/historical/14286850/minute?from=2023-12-20+09:15:00&to=2024-01-20+09:15:59
https://api.kite.trade/instruments/historical/14286850/minute?from=2023-12-20+09:15:00&to=2024-01-20+09:16:00

I do observer the close prices are different for both response, but not all the times. Can you any one suggest the correct way of call the API please?
