Where to raise billing related query? Paid subscription 3 times.

I had to pay subscription charges 3 times, before the billing amount in my account was updated. I paid Rs. 500 each time. Where do I raise the billing related? How do I get the refund for Rs. 1000 or credit for Rs. 1000 restored in my account?
