Duplicate entries in instruments file

hi,
i am processing the instruments file myself, and i found the below 2 duplicate entries, i.e. for the same security(875PFL26) and exchange (BSE).
I don't really need these, as they don't appear to be a stock, so i will check for name not empty(4th column)
When can this happen ?
