127.0.0.1 refused to connect

I want to subscribe for kiteconnect. However, I am unable to connect to 127.0.0.1. When I try it, it gives me an "refused to connect" error. Can anyone suggest me how to overcome this problem? I want to use 127.0.0.1 are redirect url for kiteconnect.

127.0.0.1 is your local system. You need to run a local webserver to accept requests on it.
