Missing access_token exception in historical data api

I am seeing this exception "Missing access_token". I have called the set_access_token api and few other non-hostorical apis are working too. The historical subscription is enabled as well. There is no access_token parameter in historical api.

Is there a bug in constructing URL, in python?
