q1). Can I use only historical api or I will have to buy both API (live + historical) to use historical API ?
q2). Does Historical API also provides data for MCX and FOREX besides NSE & NFO?

It is mandatory to subscribe to kite connect API for historical API add-on.

By Forex, do you mean CDS?
If yes, then F&O contracts historical data for CDS and MCX is available.
