How much do we need to pay to access the Historical data? is it Rs.2000 + Rs.2000 ? or just Rs.2000 (https://developers.kite.trade/create)

You need a Kite Connect app to access historical data. A Kite Connect app will cost you Rs 2000 and historical data is an add-on subscription which will cost you Rs 2000.

As an alternative, you can use live streaming data and generate candles at your end.
