What is the process to fetch historical data?
Should I get Kite Connect or Kite Publisher?
Post getting Connect/Publisher, where should I ask the api keys for historical data?

You need a Kite Connect app to fetch historical data. Once you create a Kite Connect app, you will receive api key and access token.

I checked Historical api's , from that I can get data only after 2014. So, how can we get the data before 2014 ?

We only have intraday data from 2014. If you are looking for data prior to this then you need to use day candle data.
