From what I have understood, other user's(user B in this case) are not allowed to trade/use APIs like the original user (user A in this case).
If you need to make your service/tool/product available for other user's then Zerodha Team can help you out in getting it audited from SEBI. Remember as per laws, fully automated trading is not allowed, and you need to get some form of User interaction for confirming/taking the actions via API.
