Hello Kite team,
as per your reply we can open 3 web-socket connections , parallel
is this also possible in rest API request , i mean to say that is there any IP based restriction in rest API calling....
please reply.

We don't have IP based restriction as of now. Once you have an access token you can make API call from anywhere.
