Per IP address API throttle limits?

@Kailash @vivek What are the current per IP address API throttle limts? In case of per api_key, I figure it's 3 req/sec increased from 1 req/sec eariler, right?

    @dummydost API rate limiting is based on IP not based on api_key but for startups we can extend it to reasonable limits.
