problem in activating historical subscription

I have activated the historical subscription about an hour ago.
I also received and email saying "You have subscribed/renewed 'Historical API' service for your app '***' and 2000 credits have been debited."

However when I try to download historical data it gives me an error saying "Error message Insufficient permission for that call."

how long does it take to activate historical subscription? or am I missing something

    Did you renew your access token? You need to discard your previous token and generate new one.
