While fetching historic data - PermissionException: Insufficient permission for that call.

I am trying to fetch historical data & subscribed to it by paying additional Rs. 2000, but I am getting "PermissionException: Insufficient permission for that call."

You will have to re-generate access_token after the subscription. You can go through this thread to know more about this query.
