When should we ideally pull the list of scripts traded on the exchange via this url:
https://api.kite.trade/instruments/NSE
? I need to know the exact time when it is updated. I am currently downloading the csv at 08:30 am.

Yes, 08:30 AM is fine. We don't update it after that for the day.
