Streaming quotes pre open

Hi All,
I am trying to stream quotes from 9am to 9:07am everyday, my universe is of 1000 names but I get data for only a handful of names before 9:08. After 9:08 everyday name is available in the stream.
I need pre open data. Please let me know how to fix.

Ticks are only received if there is any change in the
ticker fields
. There might be no pre-market orders for such instruments.
