I would like to know, still can we download instruments list from the link https://api.kite.trade/instruments? or its invalid after releasing kite version 3? as mentioned in the discussion https://kite.trade/forum/discussion/917/instruments-symbol-traded-on-zerodha.

No, as F&O expired instrument tokens are re-used sometimes.
